I have at times 11 icons showing in the sym tray, is it that it is basically overloaded?

Runnig Windows 98 Version4.10.2222. I have a1.2 Athlon processor and 480MB RAM, a 30 hard drive.

I run Norton System works and up untill recently had no problems. On instalation of BT home highway and the addition of yet another icon in the sym tray, Norton keeps intercepting crashes in the sym tray. OK Norton solves the problem and revives the program but it's anoying and can take up large bits of my day as it can happen 15-30 times in a day. I would like to solve the cause of the crashes, not keep getting out of them. For referance I have at times 11 icons showing in the sym tray, is it that it is basically overloaded?

Please can someone give me a solution?
