Is it caused from having too much opened at one time, crappy programs, or is it a Windows problem itself?

Hi,

I am using Windows 2000 and every 5 or 10 minutes after being on the Internet it freezes up and I have to restart. Is it caused from having too much opened at one time, crappy programs, or is it a Windows problem itself?

It is very annoying and frustrating and I would appreciate any advice whatsoever to help me over come it.
