How can I fix this?

I have a Windows 2000 Laptop with a 3Com PCMCIA modem. The system will not access the modem. The modem is good (it works in another system) and another modem will not work in this system. The system has a Query Modem button on the Diagnostics page from System Manager, when I select it; the message immediately appears "Couldn't open port". I've uninstalled and reinstalled the modem several times, am absolutely stumped how to fix this.
