I found you guys on a search and hoped that you might be able to help me. Any advice?

I am getting an installation error while trying to download a program. I download the program to my hard drive and then click on it to begin installation. It starts to try to install, then a grey box that says installation error pops up and says, you may not have user rights to install files using your login, check with system administrator. First off, I am using Windows 98 SE, and am not on a network. This computer is my home computer and has NO OTHER computers connected to it. I have cable Internet. I have contacted Microsoft, Dell computers and various other resources to try and get help to no avail. I found you guys on a search and hoped that you might be able to help me. Any advice?
