This is consistent across applications and I have changed out keyboards from another machine. What could be going on?

On my PCs, certain keys on my keyboard are transmitting the wrong character. For example if I press the lowercase 'd', I will get 'd/'. If a try to type an uppercase letter, no character displays. Some keys display a totally different character. This is consistent across applications and I have changed out keyboards from another machine. What could be going on?
