Disk doctor not operating

when I run nortons disk doctor it says - operating system or another process currently has exclusive access to the hard drive I've stopped everything from running but still get same message

I think you need more hard drive space to allow the disk doctor to be able to load up and protect your system 40 GB is probally just enough for the XP to work half decient itself.
