Why is my computer not responding

My computer is dead. I turn it on and only heard the CD-ROM and hard drive power up. Nothing else happens -- not even error beeps. I removed one component at a time and still nothing. My cooling fan on the ALiM1647 chip had seized so I figured something fried. I purchased a new motherboard, but I get the same result. Since I'm getting no beeps, I'm stuck. Any ideas?

I had a simular situation happen to me before My computer was working properly until I put a memory chip that must likely was not compatible Once I removed it the computer was working just fine.
