Taskbar cant be moved?

The wife recently performed erratically and can't remember what she did to reposition the Start Button, Task Bar, and System Tray from across the bottom of the desktop to the upper left corner, where things are all scrunched up. On our PC it is a simple act to drag and drop this information to anyplace on the desktop. With the laptop, the misplaced information cannot be moved by clicking and dragging to the bottom of the screen. What can we do to put the desktop back the way it was?

Try right clicking on the taskbar and make sure the Lock The Taskbar doesnt have a check next to it, if it does that is what is stopping you from being able to move it.
