Why is there no power to the hard drive when the power supply is ok?

There is power at the input to the power supply, the power supply switch is on but there is no response when the unit is turned on. I replaced the power supply and it did not rectify the problem. The on/off switch and the connection to the mother board was checked. There is no response at all when the power is turned on, no fans. Periodically the light on the CD rom drive will light for an instant when the power switch is turned on.

I would greatly appreciate any help.

There is something with the power supply of the hard drive, its not the power going into it, you may need to buy another hard drive to solve this problem.
