Why don't I have sound

How do i fix my sound card? I have already removed the files and then re-installed them with my windows 98 disc but I still recieve no sound. I can't go to the sound configuration or anything. My computer crashed and two things messed up my sound and i didnt have a mouse pointer on the screen (fixed mouse pointer).

First you have go into the sound options and see if the volume is up then if the don't work then you have to change the sound card.
