Soundcard acting up?

Okay, I Have an 800 mghz processor with an ESC Mother Board. Here lately the sound has been acting up, it will play midi's and normal window sounds but when I try MP3's it freaks out and makes a high pitched ringing noise but you can hear the music in the background. I disabled the onboard sound and installed a sound card but it still does the same thing. I have tried other speakers and working with the volumes but to no avail. Now, if that wasn't enough I started to play a game but everything 3d didn't show up, everything rendered in 3d wouldn't show up, so I went out and bought the video card that I have listed now, and it still does the same thing.

Help me!

It sound to me like you are having several issues resulting either from your motherboard, windows drivers, or even windows itself you may want to run windows install again from within window so that it can try to repair files in case they may be corrupt or missing.
