Why does my PC restart instead of shutting down?

my question is:

when i turn off [ shut down ] my computer [ from windows 2000] it does not turn off and instead of shuting down it restart, therefore i have to shut down my system by pushing the power button whenever i want to turn it off.

if you have any clue about this problem , whether its hardware problem or software, please send me.

First make sure you have it selected in the shut down menu, if it is checked than you probably have a virus run your virus scan and see if that does the trick.
