What causes a 404 eror

I'm getting a lot of crashes--I reloaded the Win 98SE disk but it didn't help. I got a 404 eror from yourQuick Tips Site when I tried to open 'Using the Right Mouse Button', but mostly they involve a 32 as per above. I also go to shut down Windows the correct way when I get one of these messages--the 'Windows is Shutting Down' message comes on the screen but it freezes there. Help!
