I can not get the program to stop

I have a program running that I cannot get to stop. Whenever I shut down or even restart my computer, this is what comes up: Wnd for RNA dmin - this program is not responding, click wait to give the program 20 sec., click end task and you will lose any unsaved information, etc, etc. I have done this numerous times and will not quit. I have done system checks and virus checks with my Norton System Works 2001 and I have gotten errors but they have been fixed. But nothing is finding this program that is running. My CPU usage is constantly running at 99% or 100%. This has also effected the time on my computer as (since DST started) has been a half an hour off. How can I find this program and how can I get it to stop?

When a computer is running at maximum strength or close to it, it tends to frezzes alot Emore ram is needed
