My computer will not boot, hanging up at msmouse.vxd, why?

My friend is running a windows 98 system that right now will boot up. When I did the step by step comfirmation I found the system was hanging up at the msmouse.vxd. I tried putting the ; in front of the line in the system.ini but I still can not get it to boot up. Can you help me?

You may have a VXD file missing or corrupted Run windows setup and choose "verify installed components"
