What is wrong with my pc starting up?

I can only start win 95 in safe mode. If I try to start normally, it tells me that there is error loading 1mouse driver and I need to reinstall win 95! How do I fix this? Also, it appears that the computer does not recognize my CD rom drive. I do not have win 95 startup disk or the software, only an upgrade CD. It was having trouble reading the CD rom that I was trying to install for the printer before this started. I added the driver for USB and it told me to shut down, and now I get this error. What do I do? It is a dell with upgraded mem, ect. but I do not know the specifics on this computer.

You have to get a start up disk or you have to install a new or the same oporating system over Or should try it with a different hard drive.
