WHY CAN'T I ACESS MY EXCELL FILES OUTSIDE OF EXCELL?

My work computer. day before yesterday quit processing the shortcuts to excell files. Actually, not just the shortcuts, but any file that you use to click on, that is an Excel file, will not open. E-mailed files, files stored in My Docs, on the hard drive etc. If I open Excel first and browse to the file, it open it. I am on a network, rather large one, and do remember that there was a download just prior to my problems. The network people have no clue as to what is going on. Any Ideas??

PROBLEMS SUCH AS THIS USUALLY JUST BOIL DOWN TO PATHS CHECK THE SHORTCUT PATHS TO MAKE SURE THEY MATCH THE ONE'S IN EXCELL.
