Why does my screen look like this?

I had a PC custom-built in 98 by a guy who basically sold us a lemon. I have noticed since 99 that the monitor, a refurbished Gateway, was showing "ghostly" trails from lighter colored window tops that ran from left to right. I eventually gave it to me sister, and they used another monitor, a hand-me-down from my mom's office that was like a 13". the same problem occured, only gradually getting much worse, to where you couldn't see the screen. I purchased a new Dell monitor for my Dell recently, and took the 17", in perfect condition, to that PC. It now gives us wavy lines on all vertical lines and edges. My guess is that it's the video card. I did pull it out and put it back in, making sure it wasn't loose, and it persisted. Are there any other things that could cause this, or is it the video card?

The reason why your screen look that way is the video card the is what controls the monitors' picture Since you switch monitors the problem must be the video card
