why is it that when I try to play a cd or an mp3 file in my computer I get a choppy sound?

Is it the operating system , the memory or the sound card? PLEASE HELP ME

First thing to make sure is the speaker plug plugs it correctly on the soundcard and make sure the other plugs are tighted not lossen up
