What's an OS?

When I try to turn off my PC & go to Start -Turn Off Computer-Turn off then instead of shutting down my computer automatically restarts again.What should I do.Please reply immediately.

Click the Start button, Shut down, What do you want to do with your computer? Click the down arrow and select the shut down option The Restart option was previously on.
