My modem ties up my phone line?

Unless I shut down the system, the modem ties up my phone line (usually in the afternoonm I think) I thought I disconnected all auto dial systems including windows update, mcafee updates and autodial to internet. Is there another mystery setting?

The modem shouldn't tie up the phone line If you are not on the internet then it is not dialed into th system maybe you should buy a phone jack with a extra outlet so you would be able to recieve calls once u sign off the internet.
