What is Win98?

I'm having trouble starting/booting up my computer. I recieve an error message exactly like this:

Searching for boot record from CDROM...not found.

Searching for boot record from IDE-0... OK

I may have deleted a very important file when I was cleaning my C:drive! It would have been protected.... Unfortunately, I don't have the file and it can no longer be detected, because ot is in the Recycle Bin. How can I fix this problem? I believ it is trying to run HDPREP (for Win 98 only)

Double-click the Recycle Bin and Click the Restore All Tab to move all items back to their original locations.
