How do I get both the USB and the mouse to work at the same time?

I use a serial mouse on my son's computer, when I plug items in the USB ports on the computer, the mouse no longer works. The computer has a Hawking USP PCI 2 port usb card v. 2.0 which is indicated to be Windows 2000 compatible. When the mouse is plugged in the USB does not work. How do I get both the USB and mouse to work at the same time, including the possibility of using a USB mouse.

It seems to like you have an IRQ conflict Go to device mamager, you will see a yellow exclamation mark pointing to the conflicting device, click on that one, go in and change the IRQ setting in its properties.
