What does error message OE:0028 mean?

When I startup my computer I gat a blue screen with the error message 0E : 0028 : C0283C3C. can anyone please help? when I try to connect to the internet I also get a message telling me to check content advisor for missing settings. this keeps turning itself on and I cannot access the internet.
