Change format

I downloaded a picture in ART format. I want to change it to JPEG format. I changed the file extension from .art to .jpg and the file would not show on any picture viewing program. Is there any way to fix that. Thank You.

You can try opening up the file with that paint program your you can try opening the file by left-clicking and then select edit once you get the photo to appear then you click on the save as then save the photo by giving it a new name and then on the second box click the arrow and pick what format you would like to save the photo as.
