System disk to floppy

When powering up PC, it goes through a couple gyrations, then to "It is now OK to shut off Computer". Nothing normal ever appears on the screen, like Windows 98 or any error messages. Can't remember how many beeps, but it doesn't recognize the floppy drive. What to do? Also, she doesn't have a system disc, but I do on a floppy. Can I copy the system disc onto a CD and will she be able to use it?

Actully you can copy a system disk into a cd as long as you know where to search and find it but you should be able to with out a problem you just have to record it in data format
