What will fix my .dll files?

two problems:

my computer will not shut down - stays in the "Windows is shutting down" mode and I have to turn off the computer at the surge protector switch

when I turn on my computer, a message reads: error loading nview.dll - a dynamic link library (dll) initialization routine failed

Could you help me to rectify this situation?

An error that contains this text probably indicates a corrupted .dll file Try restoring system files If that doesn't work, reinstall Windows
