How to troubleshoot a cable modem?

I purchased a cable modem and set everything up with my ISP. When I installed the software on my desktop and went in the CMD to do the ipconfig/renew I received an error that said "something was not in socket". In accordance with the direction of the manufacturer I configured several things within the the network screens. I even went as far as to reformat my HDD. I also purchased a seperate network card to install in one of the PCI slots and still getting the same error. The cable modem is working and my ISP is in working order as my laptop works. Is this a problem in the motherboard?
