What is programs

How can I delete desktop shortcuts that regenerate themselves after I delete them. Is this a virus? I also have some items in my Favorites category of Internet Explorer that do the same thing. By seem to have been generated by IE because the desktop shortcuts take you to web sites to buy something. Please help. Thanks.
