When instaling Win98se, computer freezes up

My wife had a Japanese win 98 os on her portable which i now want to convert to English.

I removed the old system using fdisk and then installed Win 98se . All went well until the final phase of the installation ; with 11mins to go the loading freezes at the " windows is now setting up your hardware and any play and plug devices you may have ". I cant get past this stage after many attempts. Can you kindly advise .

Win 98se is an upgrade of win98; that OS requires some basic programs to start running; her computer is still recognizing all the old drives By installing SE version drives start to update, but it freezes because it needs the original version to start updating, but you had already removed the old system deleting those components I recommend reformatting the drive and installing win95 or win98 and use your win98se to upgrade the system But rememeber to back up any important files because formatting will erase everything!
