monitor is broken?

I have an older computer. When I turn it on it goes to screensaver and the menu never comes up.How can I do a master reboot and reload all software ?There is nothing on there I need to keep. It is the kids computer.The kids miss it.

There is also a whistling coming from the monitor. What could that be from ?

When you hear whistling comming from your computer that means your monitor is bad and needs to be replaced As for your old computer try to upgrade the computer it might need a new video card As to reloading the software just put in the programs cd and install it But i suggest upgrading your computer, getting new memory, new operating software, new video card.
