What will restore my registry file?

I recently in a cleaning binge of my computer deleted my registry information ., so it always the computer always says that it needs to restart the computer. I don't have a backup disk with this information. So is it just a lost cause now. !!!

Either System.dat or User.dat is corrupted or missing For Windows 95, restore them by using either System.da0 or User da0 For Windows 98/Me, run ScanReg.
