Whats up with the screen?

The image on my screen moves for no apparent reason.eg The dropdown menu could start at the top and move down the screen without touching the mouse.Also,sometimes the mouse seems to be ineffective.

Right click to active desktop and check the settings playaround with it, also play with the setting buttons on the monitor, where you can adjust your screen, if not then something is wrong with the monitor.
