It looks like Safe mode but its not?

colour seems distorted, cant see pictures properly, text appears to be enlarged, looks like it is in safe mode but it`s not

You should try and go to the control panel and click on the display icon to try and fix this problem You can change all of the functions for the fonts, colors and pictures there.
