I have tried two monitors on my system a new samtron 78DF and an old IBM P200 and with both monitors if I set the colors in the display parameters to anything higher than 256 (ie16 bit) the monitor goes dark and will not display anything. The computer is still working fine but the monitor will not dispaly anything. The devices window shows no problems or conflicts and the drivers seem to be installed properly. What could be the problem?

I would change the video card It sounds like it might be the video card that's either old or damage Carlos Millan Jr.
