What could be a wrong memory setting

Im in the middle of building a computer with a albatron dx845pev pro 800 mother board. everything was fine until a plug in the hard drive cd rom and floppy. when i turned the computer on it took a very long time to recognize these when i have a 2.4 ghz cpu. If i unplug the hard drive it recognizes everything alot faster. I ve tryed switching cable and harddrives but its still slow. What i want to kno is what is slowing it down? I think that it is something to do with the time settings but i am un sure.

See what your cpu external frequency is set at and see if it is ratio to 2.4ghz.
