How to start system restore from windows xp?

was reading new tips this week about system restore from windows xp but how do you do it if you cannot boot to windows XP. From Dos which I guess win XP does not have. We have an E-machine and about a 1.3 clock speed

Turn on your computer and when the Blue screen with HP appears press F10 key on the keyboard (You only have a few seconds to press the F10 key before it will start the normal bootup)
