Can't change Homepage and "Cheeseburger" file

Okay, I have a few different questions. The first one has to do with my internet home page. A week or so ago it set itself to something differet. Since then I have tried to change it back to the one it was before but when I go to the internet options window it won't let me do anything in the homepage part. So I clicked Reset Web Settings and now I have a blank page that comes up. How can I fix this?

My other question is that awhile ago, back in March I believe. someone sent me a file on MSN messenger. I knew the person and figured the file was alright so I opened it. I can't remember if anything happened when I opened the file but I do remember trying to delete it. Well tonight I was looking around on my computer and found that the file is still on my computer. The file name is "Cheese-Burger" and it has a Hello Kitty icon. I tried to delete it but everytime I do it gives me the message "Cannot delete Cheese-Burger: Access is denied. The source file may be in use." I'm not sure why it won't let me delete it.
