What is a hard drive problem

Running Windows 98 Second Edition. Computer locks often! Ctrl+Alt+Del doesn't show task manager and will not reboot it, I must hit reset switch and go through scan disk.

Checked all properties with no conflicts, never receive error messages. System locks at all intervals and on any activities: Internet, games, booting up, MS Office programs, etc.... it's not predictable.

I have been to MS to download all of the latest patches and drivers, etc. No help. I have replaced the power supply, Mother Board, processor, and video card. No help. The only thing I can assume now is Hard Drive is faulty possibly? I would like to not have to replace it though due to encrypted applications that would require MUCH work to get all programs to identify the new Hard Drive.

I could be the hard drive and I had a similar problem What I did was down load a program called spin rite recovery program What it does is it helps repair hard drive problems You can try that before replacing the hard drive.
