How to stop pop up ads

I have these Pop-ups that come onto my computer that are not stoped by my AOL popup blocker. I think they are called Windows Messinger Pop ups. the ads are asking me to pay money to get rid of the ads. i can't believe these people are doing this. anyway. how can i stop these pop-ups. thank you.

What I suggest is that you go to Yahoo.com and download their pop up blocker I also tried many before which haven't worked, but the one from Yahoo is the best I even got the pop up ad your talking about and since I downloaded the Yahoo one I have not seen any pop ups since Plus it comes with some other cool features.
