Do I need a video card to get 256 colors on my monitor?

My monitor, a Sony CPD Multiscan 200sf (PCI graphics adapter VRA) doesn't accommodate 256 colors. Do I need a new monitor, or just a video card installed? Thanks!

The monitor has to accomodate 256 color for you to get it, a video card will enhance color and visual but not to the color that you want.
