Why so slugish?

i have to computers my dell and my hp i am recently having problems with my dell, dell has pentium 4 and a 2.4 speed i was shutting down my computer to let it cool off for a bit and then when i went back on it was really slow i mean really slow , i had windows xp home edition .it wouldnt let me open any programs but only a few for some wierd reason....i tryed putting it in safe mode then reboot then see what would happen but it was still really slugish....do you no what i should do ? thanks.
