What is disk clean, defrag, or scan disk for computer performance

Uh Oh! I put my question in the box on #4 . I love your website! I am trying to find out if I need more harddrive when my systems only running between 44-48%? My RAM is 192% but I'm not sure what I need to fix this problem or if it can be fixed?
