What is the reason my PC is not booting?

hello - first of all - who/what is RMARCHI who isn't answering questions?

now - try to explain this - had a power surge (need a new protector now) computer came back up and had horrible color on the monitor. was not running any 32 bit programs/drivers. tried various things to recover, but couldn't - message said that either there was a virus or corupted MBR. so, went to pc pitstop, ran a virus check from there - no virus. so, i decided there was nothng i really needed and fidisked, then reformatted. loaded win 98 back in - everything seemed to go ok - but it came back the way it went down - it keeps telling me to put the cd rom in, butis not recognizing the drive at all. in the device manager, primary and secondary ide fifo controllers are not there (yellow exclamation mark). tried to disable and reload - nothing is working. can not load anything passed that. I was beeter off before at lease I could get to the internet - now all is gone. not sure if it is the boot disk gone bad - i have reformatted before without trouble - am totally lost now. bad registry? missing files? computer shot? thought maybe - a possiblility is the controllers are shot - does that mean no more computer? it is an old one - but before i go to much more trouble - help please?

Problems with the system board can cause the PC to not boot properly or can cause the system to be unstable, producing intermittent errors or causing the system to hang Problems wtih other devices or with software can cause these same symptoms, so troubleshooting the system board is only one of several things to do to locate the source of a problem.
