When starting my PC I get a window that says "can't open TFTP 3316" . the window asks to chose a file type to open with from the Web or from a local list. If I close the window I get a second window that says "can't open TFTP 1828" and asks for a file type to open with. When I close the window I get these messages:
RPC service terminated unexpectedly
Generic host/process for WIN32 has encountered a problem
shutdown initiated by NT Authority/system
the system then reboots and the the same windows and messages come up again. I restored the system to a date when my system was working correctly.
How do I correct this issue?

You should reboot and install again
