Can I reintsall Windows and keep info and my cd-r/rw is not recognized?

I have two questions: first, can I re-install Windows and keep information. Second, I'm trying to install an internal CD-R/RW. I have it connected but I get a "Device is not ready" prompt when I try to access it. Help, please.

Yes you can install windows and keep information You may not have install the cd-r/rw right, try reintsalling it, or maybe the operating system is not compatible with it.
