Why does windows report the volume of my drive as 1.99g when it is actually 60G

Why does Windows ME report the volume of my drive as 1.99G when it is actually 60G. The Bios reports it correctly and shows no other partitions. Tried "Ghost" to transfer contents to a new 40G drive(freshly formatted), get same reported volume of 1.99 on new drive.
