Computer has been freezing up and unable to shut off

My computer has been freezing up, and then I'm unable to shut it off (power button won't work, Control/Alt/Delete doesn't work, etc.). When power is disconnected, and then back on, the computer will frequently only boot up to the point of "Windows 98 and blue screen" but not beyond to the desktop, etc. After repeatedly turning power on/off, it will finally do the "scan disk" stuff & come back up. Sometimes, it brings up a screen with "Error - unable to control A20 line! EMM386 not installed. XMS manager not present" and then will go on to bring up the desktop. This is a relatively new hard drive, and was also wiped/reloaded not too long ago - I'm getting very frustrated! Help?
