Cannot create a system restore point

System restore shows in my program files (accessories). However, when I try to put a restore point it says "system restore unable to create a restore point- please restart and run system restore again." when I restart the same thing happens. I tried using a patch from mcafee and that at least gave me the screen. I also cannot go back, because I get the message system "restore unable to restore to(whatever the date was)" Any ideas?
