Can't open links anymore on win 98 not all file open to a full window

i can't open links anymore on win 98...if i hit stop//refresh, they will open, but not all links open a full window, making that impossible, ...this is starting to affect my wife's online college courses, so i really hope you can help... if it's a missing file, i could replace it, if i knew which one it is...thanx, richard ramsay..................
